When I run apt-update, I get a /var/lib/apt/partial error


I've looked all over to find an answer to this, but I've come up empty-handed. This server was a debian 7 which I believe was upgrade to 8 then 9. I came across some sqweeze bug reports, so I don't know if that is an issue because this is not a clean debian 9 or not.

Googling this error suggests this fix:

Basically, try to delete the offending file and try again.

Code:
mv -vi /var/lib/apt/lists/partial/http.us.debian.org_debian_dists_stretch_main_i18n_Translation-en.bz2 /root/
Note that this doesn't actually delete the file. It just moves it to the /root/ directory. Just in case it's needed, but since it's corrupt it almost certainly won't be useful for anything.
