What is the debian way to update Library path?

1) How do I check what is the default library path that is searched?

2) If I have a new library path to be searched (eg. /usr/local/mypackage/lib) do I add this line /usr/local/mypackage/lib into /etc/ and then run ldconfig?

1. echo $PATH
2. possible or add something like:
export PATH
to your .bash_profile to do it for a single user
