Using tv prevents ctrl+alt+F1 switch to CLI?
 
If the tv is used with tvtime or kdetv from the multimedia card then cannot get to the black screen, the CLI.

Trying to do so removes all output to the monitor, so that light on the front of the monitor goes red.

It is then impossible to shutdown or reboot cleanly.

Is there some key I can press? Is there a way to stop this? It even happens if the tv application has been closed down - just using it once suffices. Is there a way to stop the computer 'remembering' that the tv has been used? NVidia card and drivers.

I had a similar issue, though it was not TV related. I solved mine by upgrading the video card driver to a newer Nvidia driver.
