synaptic not working

Debian stretch 4,9.0-7 amd64 SMP 4.9.110-1 x86-64 wicd network manager
After downloading apps through synaptic and get to: Installing software "the marked changes are now being applied. this can take some time. please wait" --it never finishes.
Details: Retrieving bug reports...0% Fail
Error retrieving bug reports from the server with the following error message:
E: unsupported proxy http://
It could be because your network is down [it's not], or because of broken proxy servers [am at library and manager checked and all servers OK], or the BTS server itself is down [if so, it down for over a week].
Check network configuration and try again [ifup and ifconfig get message: command not found]
This synaptic use causes screen to freeze and must exit through power off or restart.
Everything had been working well over week ago, but without doing anything, it just went to this state. Any thoughts?

Went with vi to /etc/apt/sources.lists and commented out the two lines regarding CDs; no change in synaptic; still downloads fine but won't install.

I have no idea how that could have ended up in such a mess.

Here's how /etc/apt/sources.list should look: https://wiki.debian.org/SourcesList

In summary:

Code:
deb http://deb.debian.org/debian stretch main contrib non-free
deb-src http://deb.debian.org/debian stretch main contrib non-free

deb http://security.debian.org/debian-security/ stretch/updates main contrib non-free
deb-src http://security.debian.org/debian-security/ stretch/updates main contrib non-free

deb http://deb.debian.org/debian stretch-updates main contrib non-free
deb-src http://deb.debian.org/debian stretch-updates main contrib non-free
I would advise you to replace everything in that file with the above.

In the same file, comment out the LibreOffice lines. "inhex" should probably read "index" but it is best that you leave those lines commented out for now.

Also comment out the line in /etc/apt/sources.list.d/apt-build.list.

Once you've done all that, run sudo apt-get update again.

update

Left only those 6 lines uncommented, and commented out that single line in 'sources.list.d', plus updated and upgraded after a reboot.
Still get message that bug reports not being retrieved [can't understand way everything else downloads, but not the bug reports], but now have option to go ahead and install anyway, so can at least get some things accomplished, and want to thank everyone for their assistance on this.
