Synaptic-- no longer getting upgrade or update Icon
I did change kernels a few days ago not sure that has anything to do with this issue. After hitting reload button on Synaptic I don't have an upgrade or update choice. Its been like this for a few weeks and I know there's updates...
I highly doubt the change in kernel affects synaptic.
Does apt-get work? try 'apt-get update' and see if gives any errors? If it does, maybe it's synaptic configuration. You can try purging and re-installing synaptic to see if that helps
I'm aware that I need to use the reload option to reload sources. It's still not working. If I purge Synaptic then the GUI goes away right? Do I have to reinstall from some other source? other then Synaptic?

I don't think you should need to reinstall Synaptic. If you do, you'll need to do it from the command line, because Synaptic is your GUI package manager, and without it, it can't reinstall itself. I don't use Synaptic often enough to give much advice. I do my upgrades from the command line, because it's quicker and easier for me.
Did you try to see if apt-get (command line) works, like I suggested previously? Like it's already been mentioned, synaptics is the GUI wrapper to dpkg, and apt-get is the command-line wrapper to dpkg, so seeing if apt-get works could tell you where the problem could be
