Steps to compile Dosemu from Debian 9 sources
 
I've downloaded the various source packages for dosemu on deb9 and made a small change I wanted. What steps do I take to recompile it so it includes the contents of the debian patch folder?

If I compile just the dosemu it compiles but complains about not finding things in folders it expects. This seems to be covered by some changes in the debian patches archive.

What steps do I take to apply those patches before I recompile?
I tried to run patch < command but it complained about not find source to amend?

would be nice to post exactly what did you download, what did you change, what did you try, what's happened. Exactly. Otherwise noone will tell you anything else just: the error occurred in line 34.

tbh, what I really wanted was guidance on what Debian expects you to do .... They provide the original source package and a separate archive with their patches which appear to have a preset structure to them. If I have something to follow and then get errors in that process, then I can be specific.

I need to follow it through but I'm assuming the command
debuild -b -uc -us
takes care of bringing in those pre-existing debian patches, as just using make in the dosemu folder is compiling the pure dosemu code without the debian patches. It looks like it is geared to creating a new .deb package which I could live with, though I was just wanting to recompile dosemu with the debian specific patches and a test modification I want to try.

Your link (which is quite dated) does not address the specific question I had about rebuilding the source as provided by Debian and incorporating the patches they provide.

The following command should download the source package and apply all patches. You can then make your code changes and compile by following the directions in the README or INSTALL file.

I still have no idea what are you want [to achieve]. And still no information about what did you download, what did you try, what's happened and actually how is it related to debian at all....
