I'm using the gnome-desktop-environment currently, but this problem exists when X is not running or I'm using a WM such as fluxbox.
Occasionally I get write access to a removable device or an error message in gnome that a device is already mounted when I plug it in. I believe my DE mounts the drive first here before whatever daemon that mounts my devices read-only can. This is entirely random, leaving me to believe my DE and the other daemon are in a loop looking for devices to mount.
I should have looked up the moving of topics before double-posting first. Lesson learned.
Sounds like a bug in gnome-volume-manager, you might check the BTS.

The bug of it sometimes mounting readable appeared when I started using GNOME. AFAIK gnome-volume-manager is doing what it supposed to do, but another daemon is also mounting things ( except as read-only ).
