proxy on terminal


I have to use porxy in my net connection. It's working fine with the GUI. But problem is in terminal.


Code:
 sure:~# export HTTP_PROXY=http://10.0.0.20:3128
 sure:~# echo $HTTP_PROXY
 http://10.0.0.20:3128
 sure:~# apt-get update
 Err http://security.debian.org stable/updates/main Packages
   Could not connect to security.debian.org:80 (194.109.137.218). - connect (111 Connection refused) [IP: 194.109.137.218 80]
 Err http://security.debian.org stable/updates/main Release

I don't know about Debian, but using wget under Slackware I have the proxy variable in lower case, e.g. http_proxy not HTTP_PROXY.

Does the proxy-server also do NAT for you? In other words: does it connect to the Debian server on port 80 or 3128? In case of the latter, the Debian server will most likely either not respond (passive rejection) or actively reject the incoming request.
