dpkg-reconfigure is not a package it's an (executable) file. It is found in the debconf package. I've never heard of "localeconf" either as a package or a file. What makes you think it exists?

Looks more like a bug in apt-listchanges.

But it wouldn't hurt to run:
dpkg-reconfigure locales

Hi folks,

Thanks for your advice.

Performed following steps

$ sudo dpkg-reconfigure locales

en_HK.UTF-8 UTF-8 (default selected)

adding follows;
en_US.UTF-8 UTF-8
zh_CN.UTF-8 UTF-8
zh_HK.UTF-8 UTF-8
zh_TW.UTF-8 UTF-8

$ sudo aptitude update
$ sudo aptitude upgrade
Code:
No packages will be installed, upgraded, or removed.
0 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 0B of archives. After unpacking 0B will be used.
Problem seems gone.
