open a port

This has just driven me insane, but I'm sure it's quite easy to someone here... all I want to do it open a port. Thanks a lot to whoever answers... here is all the details I think you might need, oh and I'm trying to open 8501.

Code:
# uname -r
2.6.7-1-386
# iptables --version
iptables v1.2.11
# nmap -f -T5 localhost

Starting nmap 3.50 ( http://www.insecure.org/nmap/ ) at 2004-11-11 16:12 GMT
Interesting ports on localhost.localdomain (127.0.0.1):
(The 1647 ports scanned but not shown below are in state: closed)
PORT STATE SERVICE
9/tcp open discard
13/tcp open daytime
22/tcp open ssh
25/tcp open smtp
37/tcp open time
80/tcp open http
139/tcp open netbios-ssn
143/tcp open imap
445/tcp open microsoft-ds
993/tcp open imaps
5432/tcp open postgres
10000/tcp open snet-sensor-mgmt

Nmap run completed -- 1 IP address (1 host up) scanned in 7.925 seconds

I'm trying to get http://harvest.sourceforge.net/ running, and after compiling and messing with some of the perl scripts I'm getting "Sorry, the Broker at localhost.localdomain, port 8501 is unavailable." After seeing that I nmaped and ran into this problem.
