First, there are 3 versions of Debian - stable (Etch), testing (Lenny), and unstable (Sid). What versions of software are often drastically different based on which you are running. It would help us to help you if you either placed your version of Debian in your profile, or at least mention it in your question.
Sid has KDE 3.5.6 at present, and that is the newest version packaged by Debian. You cannot upgrade to 3.5.7 through Debian, though if you are comfortable with source packages, you could upgrade it your self. Be prepared for a mess if you do it that way. It can work, but it often means editing scripts and checking where files and executables are.
Kubuntu and Ubuntu in general can work with Debian, but it is often a can of worms. Both Kububtu and pure Debian install via .deb packages, but Kubuntu is a child of Debian, not Debian itself. It may work fine, and it also may fail miserably and screw up your system. I wouldn't try to install something "important" from Ubuntu. Debian has the largest software repository in the linux community, so if you can't find it in apt-get, you can install from source, or just wait until somebody puts a version of what you want into the repositories.

I see the problem now - the Sid machine I checked on was up to date, but not recently dist-upgraded. The other machine that I dist-upgraded 2 days ago does have 3.5.7.
