libdvdcss2 and w32codecs

I needed these, and i had to get them from the debian-multimedia.org repository. I was just curious as to why these packages weren't available from the official debian repository. They just seem like packages that almost all desktop users would want.

There's legal issues and potential liabilities for distributing those codecs without a licensing agreement for starters. With most major linux distros, the win32 codecs and libdvdcss are in separate third party repos for this reason. Also, those that run Debian are known to be free software purists and generally refuse to distribute proprietary software from within Debian proper. See the Debian Social Contract:

http://www.debian.org/social_contract

Debian has specific guidelines about what can be included in Debian proper. They also have contrib and nonfree repos for software that can be legally distributed but that do not meet the Debian free software guidelines.
