Is it just hidden? Try looking for the maximize button on the bottom left or right side and click it to re-open the panel.

my problem was...

i had a similar problem and had to log out of kde, then go into root, delete (or rename) the directory
.kde
and anything else named
.kde???
(you may find it easier if you type
ls -aF
to see the hidden [ . ]files.

then relog into kde as you and kde will recreate them and should (??) take you through the kde first time user routine to help create the new .kde files and directories.

***you can rename the .kde files/directories, if you are worried about deleting them
