I am getting slow download speeds using bit torrent wondering does debian have any firewall or something else which can cause this? Could it be the selinux libraries i have installed?

There is no firewall installed when you install a Debian system.
Are you behind a router ?? If so, you should forward the BitTorrent ports to your Debian machine in port forwarding section of your router. This will improve download speeds.
Try forwarding ports from your router... you can check if "iptables" is active by doing a "iptables -L" as root user. If all default policies are set to ACCEPT and there are no rules then you are not running any "iptables" firewall.
what about the selinux libaries i have installed. Does it mean debian has selinux?
Alot of the time i got many local connections but not so many remote ones. Unless it's my isp being a bitch.

There is a SELinux kernel you can install in Debian.
The simplest way to secure a Debian system is:
1) Make sure you do not have any unecessary services running.
2) Set up a firewall, the simplest way is to use a GUI like Guarddog or Firestarter.
3) Install and run Bastille.
4) Install the harden packages.
