That's an issue on your end, or perhaps a temporary problem that has since been resolved.
If you're still seeing it, you can use Curl to help diagnose whether it's a browser issue or network issue, for example:

If you get the same 200 OK with Curl but not your browser, you may have a browser addon causing it.
If you get 403 Forbidden with Curl then it's not your browser, but it is being blocked somewhere between you and Debian's servers.
If the latter, you should probably ask your ISP why they are blocking Debian and/or Wordpress related pages.
You may be able to bypass whatever is blocking it with Wayback Machine:
https://web.archive.org/web/9/https:....org/WordPress
(aside: Note that the 9 above is a shortcut for "latest version", whilst 1 would be a shortcut for "earliest version"; works due to how Wayback Machine resolves partial dates.)
At time of writing, Wayback Machine presents a version from December, but the content only varies in the version numbers...
