Install packages from USB-stick?

Im new to Debian.
I was suprised to not know how to intasll Network-Manager.
I hawe downloaded packages with a computer connected to internet.
Next step is to get my 3G-modem to work.

USB-stick works, copied kackages to /home but can not install.
I did try apt-get install pkg ...

su or sudo? ...

Just execute (as root) good old dpkg:

# dpkg --install pkg_name.deb
It's that easy.
