I want creating local repsitory from my own packages

I am a big user of debian, I install on many machines at the university.
Usually, I dowload the first CD, and packages we need, and I put in
bulk all packages and generate the Packages.

Now I want to create local repsitory, like the official debian ,and
generate like -official CD with my own packages.
Where can I find the script or document to generate that.
thanks a lot
