Quite often they will align to a grid, (about an inch square) - not sure where the settings are hidden. :)

(I seldom use desktop icons.)

Yes,left to right top to botom but i can`t place a specific file or folder where on the screen i want to as it just shoots back to original position. I know was in there somewhere with 10.3 but with 10.4 i can`t find it.

Which desktop environment are you using?
Gnome, Xfce, Cinnamon, KDE?

This will help find where the 'Settings' menu is.

Since this is a new install it may be a permissions issue.

Does this get you pointed in the right direction?

I don't use the Cinnamon DE often, but you have to change some settings and then your right click menu should let you disable automatic arranging of desktop items.
