FTP connections will not work with a pure HTTP proxy server.

You probably have to configure apt-get to work with pure HTTP servers. (or) check to see if you have configured your proxy server to work with FTP.

You have set the environment variable http_proxy (via export) or have you put an Acquire::http_proxy in apt.conf?
