How to setup Bootable linux USB without linux

I'd like to install linux on a computer which doesnt have a cdrom or floppy drive. I'd like to use a USB stick, however all the instructions I find online want me to use an existing linux system to setup the USB stick.

I don't have an existing linux system I can use since I havent installed it yet.

Are there any windows xp tools I can use?
