How to play dvd s in regular user account? DVD-RAM How-To?

Have read on how to install libdvdread3 and libdvdcss2 for xine, xine-ui. However, that would only play encrypted dvd's as the root user.

QUESTIION? How is libdvdread3 and libdvdcss2 be accessed by regular users?

Would someone please explain the use of DVD-RAMs in Debian Linux? Am expecting UJ811B for my laptop and cant wait to use the DVD-RAM to create backups of my various OS and data partitions.

Or even point me in the right googling search pattern or a a great/good/useful URL?
