How to install XFCE 4 (Bug) ?

Hello,

I would like to install XFCE.

However, there is a bug.

Please find it.

Code:
# apt-get install -y xfce4

Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
xfce4 : Depends: xfce4-settings (>= 4.12.0) but it is not going to be installed
Depends: xfce4-session (>= 4.12.0) but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

Code:
deb http://deb.devuan.org/merged ascii main
Linux devuan 4.9.0-11-amd64 #1 SMP Debian 4.9.189-3 (2019-09-02) x86_64 GNU/Linux

(dpkg list, http://www.termbin.com/ackf)

This list dpkg seems to have right versions of packages, and xfce4 works.
https://termbin.com/zwl9 (<-- xfce4 works)

Maybe this is needed: http://ftp.fi.debian.org/debian/pool...4+b1_amd64.deb

Installing the package task-xfce-desktop should pull in all of the required packages to install Xfce.
