simply edit your /etc/apt/sources.list and put the nearest ftp-mirror which carries the packages into it. see the apt-documentation for syntax. then enter dselect: update, select and finally install (set things to hold if you don't like to update everything).
You should have sources already in your /etc/apt/sources.list file. If you don't have that file, or if it's empty, let us know and we'll fill you in. Otherwise, just type apt-get install foo where foo is the name of the program you want. For instance:
