20161130 indicates its derivation date is year 2016 month 11 day 30. That predates Raven Ridge.

A 4.20 kernel ought to include a solution, as would 4.19, 4.18 and probably several older as well, likely as far back as 4.14 if not further, but newer firmware-amd-graphics likely is also required, such as is provided in Debian Buster. Buster's xserver-xorg-video-amdgpu might also be required, if not the server itself.

how to install the server itself and xserver-xorg-video-amdgpu from the buster repository?
