Red face Fail to run /usr/sbin/base-config when install Debian

I install debian from an existing FC2 system. I followed the installation guide until section 3.7.5.4:

**************************************************************************************************** *****
3.7.5.4 Configure Timezone, Users, and APT

Set your timezone, add a normal user, and choose your apt sources by running

# /usr/sbin/base-config
**************************************************************************************************** ******
This command fail as below:

localhost:/# /usr/sbin/base-config
Terminated

localhost:/# /usr/sbin/base-config new
Terminated

Any suggestion or advice is appreciated, thanks!
