You can see the list of installed packages with "dpkg -l" but it won't show which installed packages belong to the non-free category. But you can go through installed packages in Aptitude or Synaptic and check if non-free category shows there.
In general, packages that have non-free dependencies have been moved to the contrib category. If you've only installed packages from the main category, you shouldn't have any non-free software installed.
It seems to be a document so you'll probably find it from the /usr/share/doc/ directory. http://packages.debian.org/testing/doc/hwb
Usually, when you install new packages you can check for some info about the package and its usage by browsing to this package's directory under /usr/share/doc/ and often there is also a man page available, which might be worth checking out.
