Had the dpkg-reconfigure not recognised problem and found this to fix it.

I was able to perform this command.

Have you any clues why this could happen? I cannot believe PATH for root doesn't include /usr/sbin on Buster. /etc/profile botched by base-files on upgrade? Or a broken script in /etc/profile.d/?

AFAIK, postinst script for base-files just copies /usr/share/base-files/profile to /etc/profile.

From of Debian 10 Buster: /sbin/, /usr/sbin/ is no more in the PATH with su.

Either use the full path: /usr/sbin/dpkg-reconfigure
Or switch to root's PATH : su -
I.e. su<space><hyphen>
