Code:
apt-get build-dep bind9
apt-get -b source bind9
But why to compile by yourself, when you can directly install it with command
Code:
apt-get install bind9

You could try starting/stoping it with the init-script, eg.
Code:
/etc/init.d/bind9 start
or
Code:
/etc/init.d/bind9 stop
