DHCP Debian does not release expired IP leases

I utilize the dhcp server in Debian to hand out IP adressing for around 2500 clients. It works flawlessly except that the lease tables dont seem to release expired leases. I have tried setting shorter lease times with no luck. I can manually delete expired leases. Any ideas?

Do you have the TTL set correctly?

I assume that it is still default, but I don't see a ttl in either dhclient.conf or dhcpd.conf

Are you running Stable (Lenny), Testing (Squeeze) or old-stable (Etch)? Is the DHCP server from the repo's? I'm not familiar with DHCP, but do all parts have the required permissions?

running Lenny..... yes, I believe all components have permissions.... actually, everything has worked great for the last 2 years... except that lease times seem to mean nothing and changing them does not seem to have any affect. I only notice when the IP pools get close to full. It must have something to do with the script that 'cleans' the lease files then rebuilds it. Thanks for you thoughts.
