I just installed Debian 3.1 using DVDs that I purchased from Abexia.com. The Binary Disk #2 only holds debian packages from what I remember. The only time that I have used the #2 Disk is to install other packages that were not a part of the default installation.

The 2nd DVD image is optional. The same thing as with the CD set, where you need only the first 2 or 3 images for a installation with a desktop environment. Think about it, 3 cds hold around 2.1 Gb of data, while a DVD is >4 Gb.
The first DVD is more than enough, plus that you will get what you extra software need updated (if case) from the Debian repositories.
