apt-get install <package_name>. If you want a GUI method then you could install either aptitude or synaptic. I use synaptic.

dpkg -i package_name

works too.

Use packages from apt whenever possible (which is 99.9% of the time).

Dselect is another option. I use that one because it also lists your dependencies and tells you what they do.

dselect is evil (not to mention deprecated), if you want an apt frontend, use aptitude.
