CJK language filenames

i have a torrentflux box built on a p3/etch without X. i access it either via ssh or the browser. i've noticed that CJK filenames don't show up when i am downloading. ie. i see boxes or gibberish when i view the files via ssh/ftp/torrentflux-webpages.

is there a way of enabling CJK support in my setup? if so, how do i go about doing it?

nobody knows how to enable the display of CJK filenames on the console? i presume it is possible to do so on a X-less machine ... right?
