check if I can download packages from repo through a proxy

hi, in the work I'm behind a squid proxy, we can't download files like zip, exe, tar.gz, etc. so, I've recently finished to install debian etch in my work computer, so, my question is:

is there a command that can check if I'm able to connect to an online repositorie and download packages?

thanks a lot
