change language preferences/priorities

I have installed debian with norwegian as the default language. Of course not all packages are available in norwegian, so then it seems debian has some kind of prioritizing system because instead of norwegian it installs either danish, swedish or english language. E.g. the other day I installed XFCE and everything is in swedish.

As it is easier for me to read english than swedish/danish I would rather prefer that if the norwegian version doesn't exist debian installs the english version. Does anyone know how to do this?

Btw, I've never installed swedish or danish locales, only norwegian and english...
