autoreconnection script for normal user


Hello!

I sometimes have disconnections from eth0.
as root, I can usually do:
ifdown eth0
ifup eth0

Is there a way I can write a script that a normal (non-root) user can execute ?
I've read about suid but I think it only works with binaries...

any suggestions are welcome
