ati X1650 PRo driver issue ...etch

Hello, I have debain etch on a MERCURY P4VM800M7 MOBO, with ATI X1650 PRO 512MB AGP card on a single CRT monitor.I followed instructions here
used method 1.
The problem is, that display from VT :7 is incorrect.Incomplete windows, cant see complete texts.Sometimes I dont see the window completely, just background etc.However at same time , display from VT:8 is fine everything is proper .
I logged in KDE using accoutn khaleel in VT :7 , had problem
at same time logged in KDE via root in VT:8 it was ok
Than rebooted,
Logged in KDE using root account in VT:7 had problem
at same time logged in kde via khaleel at VT:8, it was ok!

also fglrxinfo reports error no connection to server 0:0 or sorta.
ATI control panell reports opengl version unavialable.
how do i solve these issues?

I use this driver works fine;
