ATI GFX Issues with Radeon 9550


I currently have 10.40.4 installed for the ATI proprietary driver. 3D Accel works, but is very slow. This is the output I get after running fgl_glxgears as a normal user I get this for a fps.

Using GLX_SGIX_pbuffer
285 frames in 5.0 seconds = 57.000 FPS
374 frames in 5.0 seconds = 74.800 FPS
372 frames in 5.0 seconds = 74.400 FPS


But when root, I get a much faster fps.

Using GLX_SGIX_pbuffer
1372 frames in 5.0 seconds = 274.400 FPS


Does anyone have any idea how to remedy this? Is it a permission issue?
