You're asking two (seemingly) unrelated questions, and I can't quite get my head around what you're after. What is it you are trying to do? For KDE skins, within the KDE control center, under Themes there is button to install new themes by simply providing the file you downloaded. As for Apache, what path is it you're after? The config files are usually /etc/apache or /etc/apache2 depending on your version, and detailed within your httpd.conf file will be the root location of your web files, often /var/www.
