Well first you would have to get a list of packages with COLUMNS=125 dpkg -l | grep ii > packages.txt then you would have to got to debian packages and look for each package in the list for the testing branch download it and any depends that are listed on the page once that was done then you would have all that is needed to upgrade to sarge. Then you would have one long command line to type in to get them to install once on the HD. You would most likely want to setup the apache web server then copy the files into a subdirectory (say /var/www/debian-packages/binary) then in the /var/www/debian-packages directory use dpkg-scanpackages binary /dev/null | gzip -9c > binary/Packages.gz it would create a packages list you could use in your /etc/apt/sources.list with a line like this.

deb http://192.168.0.1/debian-packages/   binary/
Then it should be a matter of apt-get update and apt-get upgrade to install every package you need as every one on the local HD would be of a higher version. You would change the IP to either 127.0.0.1 or localhost, now I have only done this for a few local packages but in theory it should work.

happy tux you are really helpful and i appreciate all the help you have given
I wish i could say i didn't have anymore questions but i can't. I get the idea behind your above post
but how do you set-up the apache web server

That is the easy part apt-get install apache apache-common, the server will be installed and started. You can confirm this using http://127.0.0.1 or http://localhost you should see the Debian test page displayed.

got a gui

well, i found an old 3dfx voodoo3 pci card at a good price so for now it works , however i can't get a mouse to work
so if anyone has any ideas on that i have 2 differrent mice both are usb one is cordless i have tried both
in all slots using /dev/input/mice as my driver and nothing happens, and i also used one of the green
usb to ps/2 adapters and changed the driver to the ps/2 driver and still nothing anyone have any ideas??
I also installed the apache as happy tux mentioned above and created a list of files to update, I think
it might be a little much to download on dial-up though but anyway thats not the issue its just the mouse
