Nginx setrlimit operation not permitted?

I am getting this error when I set Syslinux to Enforcing. When I setenforce 0 I don't get it.

setrlimit(RLIMIT_NOFILE, 100000) failed (1: Operation not permitted)

I am guessing something is wrong with my /home/user directory..

I did the following commands but nothing:

setsebool -P httpd_enable_homedirs 1
chcon -R -t httpd_sys_content_t /home/user/public_html

I am lost
