How to change keyboard layout, language and other properties

I just installed successuly Bodhi Linux on a notebook-PC and am generally satified. However there are several problems:
- The keyboard layout is English, but my notebook has a German keyboard. I found no way to change the keyboard layout for all applications. Using the false keyboard is rather tricky, e.g. when entering an email address (positions of @ are different).
- During installation I have chosen the language German, but the language of OS and the desktop is still English. However this would be no major problem if there is no alternative.
- I would like to change the mouse properties (scroll rate of the wheel) but could find no way to do that.

I am still struggling to get the keyboard to work with Bodhi. I have tried many, many linux distros and never experienced anything like this... OK so it is good for practicing typical Buddhist skills. I wonder if that is deliberate?
Anyway, to be positive, here is a solution: install the virual keyboard "florence". Now at least I an type a tilde (~) if I want one. Handy for many websites...
Now I can't find a way to change "virual" to "virtual", the arrow keys also don't work. Oh well.
Fribir, the thread starter got his answer although I do not see his feedback. I am sorry, I do not know your skill level but struggling, giving up and subsequent criticism the distro is not the best method how to express your opinion. We do not know what you tried. Why haven't you started new thread? We are too friendly forum community to help everyone. BTW, changing the keyboard layout was mentioned on the forum several times.
