looks like an added shelf with style set to invisible and an ibar added. you would need to go to settings -> extensions -> shelves. click on + Add to add a shelf. change the name if you want to. click on the shelf name above to highlight it and click contents. click on ibar to highlight it and then click Add Gadget below. the shelf with the ibar will appear on your screen. you can right-click on the shelf to change its position or settings. the same right-click will allow you to add contents to the ibar such as firefox, file manager, volume control, etc like the image you attached.

This is the Launcher Dock, also known as Engage.

Have a look at here, please.

You may also use the AppCenter within Midori to be able to directly install Engage.

Lots of differences. For one thing engage can also function as a taskbar. For another engage icons can be animated. And yet one more engage has a long standing issues in certain user cases it can throw a critical error for reasons unknown. Hence I view it as slightly unstable and use at you own risk. It should be noted I have never found any bad effects from using it, I just don't like the error.

At some point I plan to investigate closer and see if I can fix it.
