i have not used it in years but when i did try to - some of the stuff would not work. sorry maybe that was not clear. i do not use it any longer....

I see no issues with backporting it to 4.5. Just be aware my time frame is within the next month or two, have more urgent priorities now.

Of course, your priorities are more urgent. I absolutely understand that.

To know there will be a fixed version is all I was looking for.

I have tried your solution, and I love it. I have encountered some behaviors that are different from your screenshots.
1. I put it into the "hover desktop" and created the keybinding to "Show/Hide Gadgets" and I can get mine to look mostly like yours in the screenshots.
2. However, I don't see a wallpaper when I use the keybinding. (I'm not using the default wallpaper so perhaps that is why) I just get a black screen, but that is okay because it makes it easy to read the curl wttr.in result.
3. Sometimes I have tried to make it work after I have put the computer under load using a web browser, and nothing happens. I'm guessing that "Stickynotes" gadget has crashed, although I'm not sure how I can tell if that is the case or not.
4. Also when I hit the keybinding it is sometimes slow to appear.
Perhaps the resources of my computer are the issue here. 2gigs of RAM with a 1st Generation AMD dualcore CPU. This doesn't seem like a resource intensive activity, but I'm might not realize everything it is doing to make this work. I will try testing this on a 4gig of RAM Intel based computer too, and let you know how it goes.

Oh, yes, I forgot one step to make the hover transparent. You have to use a compositor. I use compton (possible to install from repo) with a compton.conf file I get somewhere on web.
Please try to install it and add to startup application to have after system boot.

Just a teaser and an update on this issue. My OCD nature made it hard for me to resist the temptation to try to fix this module by changing APIs. My work so far:

The new api, provided by yr.no (the Norwegian Meteorological Institute) provides slightly different and somewhat limited information compared to the old yahoo API. This has been much more work than anticipated and despite that the decision to use the yr.no API is not final. If I can find something better I will use it.

No release date yet set.
