BL 5.1 Legacy - How to add 'Time and Date' and 'Users and Groups' to menu, please?

I'm running BL 5.1 64bit on my notebook.
There are the two entries, I mentioned in the subject.

Since I'm also running a BL 5.1 on my little netbook (but the 32bit version), I wanted to add these two entries, too.
Unfortunately, I cannot find the required packages.

How can I add the wanted entries, please?

EDIT:
Problem fixed!
I just had to install
gnome-system-tools
