automatic centering of window

Two problems are illustrated there:
1. the application window resists to be moved. It is centered automatically no matter what. Window of the next application opened does not overlap properly and both windows are flickering desperate.
2. Greetings to author of impossible-to-grab window edge.
Competent comments are welcome.
I go to check Mint ( not sure if it works on that system )

This is very odd behavior, not only the apps popping to center, but also the weird flickering and stuff.

Is this a new installation, or did this suddenly start happening? I really have no idea what could cause those apps to pop to the center like that, hopefully someone else does....

Do you experience any of those video issues in live environment (when booting from iso before installation)? Some info about your system, gpu in particular, may be relevant... perhaps share inxi -F or at least inxi -G here....

Incompetent comment:
looks like the windowmanager (moksha I guess) is set up to force-center all windows, and force to keep all windows on top. Possibly there is a windowmanager settings app (moksha) that could be looked through for relevant, erm, settings.
