You can certainly switch off conkey. There should be a setting in the control panel for that.

It should be permanent. It certainly was in the AntiX-17 control panel. I remember switching it off for my friend. What happens when you log out and in again?

Look at the configuration directory for your desktop. For example, if you have fluxbox, look in $HOME/.fluxbox. There should be a file listing startup programs that you can edit.

For conky -

Control Centre > Session > User Desktop Session > desktop-session.conf

change LOAD_CONKY="true" to LOAD_CONKY="false"

Not sure about how to make the rox panel permanent though

For rox panel, do this:

Control Centre > Session > User Desktop Session > startup

Add this to the bottom

Code:
exec rox --top=PANEL &
logout and back in again
