Is your desktop KDE? If yes, right click on open desk space --> Create New --> Floppy Device--> device tab and fill in the device information. /dev/fd0 ( or what ever dievice it is ).
To create an icon on the ROX desktop just drag a file from a ROX-filer window to the desktop. In your case, use rox to navigate to the /mnt folder. Drag the folder named fd0 to the desktop to create an icon.
The right click on it and you can change the icon or the text underneath.
