I've been using Nextcloud for this purpose for years. It may be too general to fit the category, but it serves the purpose.

Voted for Plex, works well for me. But miniDLNA works great, too.

Plex. Painless user experience from TV or tablet, easy to set up on server. Loads nice official artworks, tracks what you watched and can resume where you left off, loads subtitles from the internets, and if video file is not supported by your device - transcodes on the fly.
