Netrunner is not based on Debian, but on Kubuntu. Both distros are now subsidised by the same sponsor. It differs from Kubuntu in not being a pure KDE installation: you get Firefox, for example.
It appears to be very carelessly constructed. The “Computer” icon on the desktop is set to call a browser and pass “sysinfo://”. That would work with Konqueror, but Firefox simply gets Google to search for http://sysinfo! The panel lacked a pager and its configuration tool refused to add one. Even LibreOffice had a problem: the spell checker approved everything, even nonsense words.
KDE comes on so many distros, that it's difficult to see why anyone would install this.
