why 6.06 does not update kernels?

Dear Friends, Happy New Year!

I am not a specialist in linux kernels area, may be you can explain me
what is going on, because I am confused.
I have a couple of questions to you.

1) I have Ubuntu-Kubuntu 6.06 LTS (kernel 2.6.15-27-server)
installed on my Thinkpad laptop.
And I am almost completely satisfied with it. :)
There are, however couple of things that I do not like.
One of these things is that hibernation does not work properly,
and the other - direct rendering is impossible  .
I tried to achieve direct rendering by changing xorg.conf and doing some
manipulations with drivers (all that I could find in the internet), but
without any success.
(I have the famous "i915 DRI driver expected DDX version 1-1.5.x but got version 1.4.1"
problem.) Finally I found that these problems are solved in the new systems,
more specifically that these problems are the results of bugs in 2.6.15 kernels,
and the new kernels 2.6.18, 2.6.19 are very good, come with the best drivers and,
as a result, both hibernation and direct rendering work for them.
I update my system regularly with Adept and Synaptic, with great hope that one day
one of these new kernels will be installed on my laptop and these problems
will be solved. Recently I received the new version of the kernel, but it turned
out that it was again 2.6.15-xx kernel, so my question is WHY DO THESE PEOPLE
WHO SUPPORT UBUNTU DO NOT UPDATE TO THE NEWER VERSION OF THE KERNEL, BUT PREFER TO DO
SOME MINOR CHANGES TO OBSOLETE VERSIONS?

2) I tried to compile 2.6.19.1 kernel manually, and I was quite successful, everything
worked except splash screen and wireless. It turns out that the newer kernel does
not want to see internal wireless card! Hell with splash screen! It was beautiful,
but I will be able to live without it. Does anybody know where wireless disappeared
and how to find it and make it working?

Please don't post in large font - it doesn't make your post be answered faster.

1) I think you will find that the kernel version is not updated in a release. Ubuntu 6.06 was released with 2.6.15, and will stay with that version. This is to do with it being "Long Term Support". Perhaps you could try Ubuntu 6.10 (Edgy) or compiling your own kernel.

2) Im not sure about your wireless problem. Search through the options when you compile your kernel, and see if you can find an option for your wireless card. What card do you have? Again, Edgy might fix this problem.
